In response to new, global challenges, ICCSS expands its mission to offer and build security and resilience for all. We are trusted, international partner that integrates actions at all levels – from local through national, regional, and international – to create secure and resilient communities.
Secure and resilient world where communities are prepared for full spectrum of threats, and cross-sectoral and international cooperation constitutes foundation of civil protection and effective crisis management.
The International Centre for Civic and Societal Security (ICCSS) is international leader in civil protection, CBRN security, cybersecurity, and societal resilience.
ICCSS actively participates in shaping security policies at national and European level. Since 2017 ICCSS has developed and led civil protection and societal resilience exercise program, funded by European Commission, including EU-CHEM-REACT, NET-CBRN-REACT, and EURO-MED-REACT. We were main partner of European Commission during preparation and implementation of largest EU-NATO joint exercises to date – Parallel and Coordinated Exercises (PACE) in 2022.
ICCSS is active member of G7 Global Partnership, where we present and implement strategic projects in CBRN security and resilience. Within G7 Global Partnership we presented our key initiatives, including comprehensive CBRN threat response program for Ukraine, innovative civil protection training for Palestine (in partnership with Jordan), and Warsaw-Kyiv Resilience Forum.

Our activities cover wide range of international cooperation and specialized security programs, translating global standards into practical, local solutions.
ICCSS has been strategic partner for Ukraine in building resilience for years. Our cooperation covers government agencies, academic sector, and civil society, including leading non-governmental organization Poruch.
Key actions:
Support in integration with Union Civil Protection Mechanism (UCPM).
Resilience development in response to Russian aggression.
Initiating dialogue within Warsaw-Kyiv Resilience Forum.
Our engagement in building Ukraine's resilience is strategic and long-term, reaching long before full-scale invasion. Since 2016 ICCSS has been leader of international efforts that actually strengthen Ukraine's capacity to cope with crises and integrate it with European security structures.
Our cooperation is based on three pillars:
Integration with Union Civil Protection Mechanism (UCPM):
We were pioneer in supporting Ukraine on its path to full UCPM membership. Through series of international projects funded by EU, such as EU-CHEM-REACT 1 and 2, NET-CBRN-REACT, and EURO-MED-REACT, we organized advanced exercises and training that adapted Ukrainian systems to EU standards. Our actions directly contributed to Ukraine's accession to UCPM, which proved invaluable in context of coordinating international aid after 2022.
Building Resilience in Face of Aggression:
In response to Russian aggression, we intensified our actions, focusing on most pressing needs. We support development of local CBRN threat response capabilities, critical infrastructure cybersecurity, and build civil society competencies. Key partner in these actions is leading Ukrainian non-governmental organization Poruch, with which we implement programs for youth resilience leaders.
Dialogue and Cooperation Platform:
We initiate and organize breakthrough events, such as Warsaw-Kyiv Resilience Forum, which gathers experts, decision-makers, and industry representatives from Poland, Ukraine, and USA. Forum is platform for experience exchange and inauguration of key initiatives, such as International Cybersecurity Manual or Regional Nuclear Security Hub, building lasting, transatlantic partnership for resilience.

ICCSS continues its leading role in addressing problem of dumped chemical and conventional weapons in Baltic Sea, which poses growing economic, environmental, and health threat.

Addressing threats to maritime economy and ecosystem

Promoting vision of international reference center in Tri-City
ICCSS plays leading role in international efforts to address one of most complex and long-term threats to Baltic Sea region – problem of dumped chemical and conventional munitions. It is estimated that approximately 50,000 tons of chemical weapons rest on bottom of Baltic, which corrodes over years, becoming ticking ecological and economic bomb.
Our approach focuses on three key areas:
Paradigm Change and Legal Framework:
We actively promote changing perception of dumped munitions – from purely military problem to hazardous waste issue. Such approach, supported by senate committees, opens way to using environmental law and waste management instruments. Within MUNIMAP project, funded by EU, ICCSS is responsible for creating comprehensive legal and policy guidelines, organizing consultations with legislative authorities to harmonize regulations across entire region.
Building International Consensus:
We are initiator and facilitator of international dialogue aimed at transition from decades of discussion to concrete action. Our efforts were consolidated in breakthrough publication "From Talk to Walk: Addressing the Threat of Sea-Dumped Chemical Weapons in the Baltic Sea", which serves as guide for decision-makers and calls for global effort to remove and dispose of remaining weapons.
Vision of International Reference Center:
We promote idea of establishing international center of excellence in Tri-City, which would become hub of knowledge, technology, and best practices in maritime munitions management. Such center, supported by our activities within MUNIMAP project, could coordinate research, develop innovative disposal methods, and support maritime economy development, including key investments in wind farms.

Problem of dumped munitions requires engagement of wide range of stakeholders – from scientific institutions, through maritime industry, to public administration. We invite cooperation from all entities interested in safe and sustainable development of Baltic Sea region.

ICCSS is pioneer of unique, integrated approach to industrial cybersecurity, which inseparably combines it with reliability and resilience of control systems (OT/ICS). We understand that in critical infrastructure goal is not only data protection, but primarily ensuring continuity of key services for citizens.
Our activities are based on three pillars:
Training Programs and Building Cybersecurity Culture:
We conduct proprietary training programs for local authorities and industry, teaching how to test cyber resilience and improve system reliability. Our workshops, based on international standards (NIST, IEC 62443), focus on practical aspects – from attack vector analysis to building cybersecurity culture across entire organization. Key tool is CYBRELIA tabletop exercise, implemented in cooperation with Government Security Center, which simulates realistic cyberattack on water supply system, testing procedures and cooperation in crisis conditions.
International Good Practices Manual:
We are authors of world-recognized manual "Manual on Cybersecurity, Reliability and Resilience Assurance in the Critical Industries". Developed in cooperation with partners from Ukraine and USA, this manual is fruit of years of work and constitutes comprehensive compendium of knowledge, integrating cybersecurity with critical system reliability.
Development and Certification of Professional Competencies:
In response to growing demand for specialists, ICCSS developed and implemented three unique market qualifications in state Integrated Qualification System (ZSK). Qualification "Reliability and cybersecurity management in industry..." confirms competencies in areas including attack vector location, creating remedial action scenarios, and team management in crisis. We thus create certified experts ready to protect critical infrastructure.

Chemical, biological, radiological, and nuclear (CBRN) security constitutes foundation of our expertise. Using years of experience and international reputation gained as International Center for Chemical Security, we developed comprehensive programs that address full spectrum of CBRN threats in new, integrated approach.
Our activities focus on two main areas:
Building National and European Capabilities within rescEU:
We actively support Poland's strategic role as one of international hubs for medical and CBRN reserves within European Union's rescEU mechanism. In context of growing threats, including pandemic and conflict in Ukraine, capacity for rapid response to mass incidents becomes priority. Our activities include development of training programs for services, local authorities, and NGOs, as well as support in medical rescue, preparing Poland for effective use and management of rescEU resources.
Advanced Training and Exercises:
We conduct advanced, international training, such as pioneering "Train the Trainers" course for first responders, which transfers world's best practices. Our training programs for non-governmental organizations, based on realistic simulations, teach practical procedures and proper behaviors in case of CBRN threats. Through this we build comprehensive, multi-level resilience of entire society to most serious threats.

We understand that climate change is one of greatest risk multipliers, amplifying threats from natural disasters to infrastructure crises.

Active participation in global dialogue as observer of United Nations Environment Programme (UNEP).
Translating global Sustainable Development Goals into local actions.
Including climate perspective in risk assessment and resilience planning.
At ICCSS we understand that climate change is not isolated ecological problem, but one of greatest risk multipliers for global security. Extreme weather events, such as floods, droughts, or fires, amplify existing threats, leading to cascade infrastructure, social, and health crises.

Global Dialogue and Policy Shaping:
As official observer of United Nations Environment Programme (UNEP), ICCSS actively participates in global dialogue on climate and environmental policy. This status allows us to bring our unique, interdisciplinary expert knowledge to international decision-making processes. We engage in discussions that shape global action frameworks, ensuring resilience and security perspective is included.
Translating Global Goals into Local Actions:
Our strength is ability to translate general, global strategies, such as UN Sustainable Development Goals (SDGs), into concrete, practical actions at national and local level. We include climate perspective in our risk assessment models (like STRAZNIK System) and resilience building programs (like "Resilient Municipality"). We help local authorities and communities understand how climate change affects their local security and how to build adaptive strategies that actually strengthen their resilience.

Jordan – Strategic Partnership in Middle East:
We signed breakthrough Memorandum of Understanding with Ministry of Interior of Jordan. Within this partnership we comprehensively support Jordan in adapting its civil protection system to Union Civil Protection Mechanism (UCPM) standards. Simultaneously, based on our heritage in chemical security, we strengthen Jordan's capabilities in CBRN security, building regional competence center.
Moldova – Support on Path to UCPM:
We actively support Moldova in its preparations for joining Union Civil Protection Mechanism. Our activities, implemented including within EURO-MED-REACT project, cover knowledge transfer, joint exercises, and support in development and professionalization of volunteer fire departments, which are foundation of local resilience.
Volunteer Fire Department Development:
We believe that strong, well-trained, and equipped volunteer fire departments are backbone of societal resilience. Drawing from best domestic models, we actively support VFD structure development in partner countries, such as Ukraine and Moldova. We organize training, transfer knowledge, and build international cooperation networks that strengthen local communities from ground up.

US Inauguration of the ICCSS Manual on Cybersecurity and Reliability: A Global Shift from "Run to Fail" to "Predict and Prevent"
The International Centre for Civic and Societal Security (ICCSS), together with its partners from the US and Ukraine, globally rolled out the 2nd Edition of the "Manual on Cybersecurity, Reliability and Resilience Assurance in the Critical Industries" at Rice University in Houston.
